Missing of the iconv.dll
The main problem is the missing of the iconv.dll. So, we could download and put it to the same folder with the program you would like to run.

Installing the iconv.dll
After download the file, libiconv-1.9.1.bin.woe32.zip extract it then open using 7-zip or other winzip / winrar. Drag your file to the folder like below.

From C:\Users\Juz\Downloads\libiconv-1.9.1.bin.woe32.zip\
To C:\Program Files (x86)\iPhone Configuration Utility\
Then your software can run without problem.
